If the leather wrapping was improved, the mouth of the scabbard modified and the point changed into a nail head or loop type for additional safety it would be pretty much perfect. UK Government Construction Strategy 2016-2020 Explained | The B1M
The UK Government have published their new Construction Strategy for 2016 to 2020, building on the progress made in the 2011-2015 version. Here, we take a quick look at the Strategy’s four principal objectives and the plans to achieve them over the course of the current Parliament. 1. CLIENT CAPABILITY The first objective is to improve central government’s capability as a construction client. That means their ability to “act in the right way” to get the most from the construction industry. It’s important to understand the context of the UK industry. A quarter of the total construction output comes from the public sector and central government is the industry’s single biggest client. That means that the way they behave, the way they ask for built assets and the type of buildings and infrastructure that they ask for, has a huge influence over how the construction industry acts and the path of progress it is on. Clearly different project types demand different approaches, but there is consensus that the principles of client leadership, early supply chain engagement, continuous improvement and collaborative culture, are common across the spectrum. The strategy talks about using the Government Soft Landings (GSL) (http://www.theb1m.com/video/what-are-government-soft-landings-gsl) approach across departments. It also mentions changing procurement routes and using things like a Cost-Led approach, Integrated Project Insurance or Two-Stage Open-Book. 2. DIGITAL + DATA CAPABILITY The second objective is to further embed and increase the use of digital technologies, recognising the productivity, efficiency and collaborative benefits these can bring. As you might expect, BIM features prominently here. The Strategy builds on the work that’s taken place up to the 2016 Level 2 mandate and supports a gradual shift towards Level 3. It recognises that BIM supports the beginning of a wider digitisation of construction. The Strategy also talks about enhancing the Government’s “data capability” and the advantages of making informed decisions based on accurate information that can now be more easily obtained with digital tools. That includes things like cost benchmarking and measures to reduce carbon. 3. SKILLS + SUPPLY CHAIN Skills and the supply chain are noted as two key areas where efficiencies and value-for-money can be realised. The Construction Strategy sets a target of £1.7BN in efficiency savings by 2020 (equivalent to USD $2.4BN in May 2016) and these areas are pivotal to achieving that. Plans put forward in the strategy include continuing to regularly publish central government’s pipeline of work to boost confidence, creating 20,000 apprenticeships and ensuring fair payment throughout the supply chain. There is also a drive to use Project Bank Accounts (PBAs); a central account for a project from which all suppliers are paid directly and simultaneously by the client. 4. WHOLE LIFE APPROACHES The final objective is to enable and drive reductions in whole life cost and carbon. The Strategy highlights the need to accurately measure carbon at both the delivery and operational stages, and to promote innovative approaches to sustainable design. Value for Money: Identifying/Screening PPP Proposals in South Africa
In 1997, the South African Cabinet approved an inter-departmental task team to create a package of policy, legislative, and institutional reforms to create an enabling environment for PPPs. To facilitate this work, several pioneering PPPs were carried out by the South African Roads Agency, Department of Public Works and Correctional Services, South African National Parks, and two municipalities. The lessons learned from these preliminary projects helped in the development of a strategic framework for PPPs in 1999. The Parliament of South Africa passed the Public Finance Management Act (PFMA) in 1999. In 2000, the National Treasury enacted Treasury Regulation 16 in terms of the PFMA, which outlined the definitions and functions of PPP. This led to the establishment of the PPP Unit within the National Treasury and the publication of the Public Private Partnership Manual in 2004, which has since been updated to reflect changes to law and policy. The Government Technical Advisory Centre (GTAC) provides specialized analytical support to the National Treasury for the assessment of proposed large infrastructure investments. Project appraisals of megaprojects are undertaken to determine the likely economic and financial viability of the project, particularly where financial support is being requested from the fiscus. GTAC also performs related types of analysis, such as the likely impact of infrastructure investments on the financial sustainability of public utilities, financial cost comparisons of different elements of proposed investment programs, and potential funding mechanisms for infrastructure projects and programs. GTAC’s aim is to ensure that support is provided to the government in identifying public projects that offer the greatest value for money and contribute the most toward promoting economic growth and social welfare. The Capital Projects Unit has developed in-house methodologies for assessing projects and programs. GTAC seeks to assess proposals based on their value for money. Value is the economic and social activities the infrastructure supports, and money is the cost to put the infrastructure in place. The Capital Projects Unit assesses a proposal’s value for money by examining its social and economic context, demand, viability, financial aspects, and project deliverability.

Apart from providing a full system of budget estimating and cost planning, as quantity surveyors we can assist the architect with comparative costs for alternative systems of construction or finishings. This may involve, for example, comparing different plan shapes in terms of cost, or external cladding. As quantity surveyors, we can also advise on the total cost implications of particular methods of construction. The Cost Planning Process The cost planning process consists essentially of three phases: The first of these involves the establishment of a realistic first estimate (Preliminary Approximate Estimate) The second stage plans how this estimate should be spent on the various parts or elements of the project (Cost Plan) The final stage is a checking process to ensure that the actual design details for the various elements can be constructed within the cost plan (Cost Checking) The cost planning process commences with the preparation of an approximate estimate by the quantity surveyor, and then the setting of cost targets, which are based upon elements. As the design evolves these cost targets are checked for any under-or-overspending against the architect's details. The prudent quantity surveyor will also always be looking for ways of simplifying the details, without altering the design, in an attempt to reduce the tender sum. Cost planning over the last decade is increasingly becoming a valuable service that the client is expecting from the quantity surveyor, to ensure that he receives better value-for-money, expenditure is controlled, and that the project cost is kept within the agreed budget. To undertake this service effectively it is necessary for the quantity surveyor to be appointed at the earliest possible stage, in order to make the positive contribution at the brief and feasibility stages. Let's assemble a Metal Construction Quad Car kit
My grandson assembled this kit today but I forgot to video it so I had a go myself. The instructions are accurate but not that easy to follow. Value for money, well it is one of Poundland's items so for £1 it is about right. The box says age 8+ and my grandson is not yet 6 but with minimal guidance he managed the task. The Burj Khalifa known as the Burj Dubai before its inauguration, is a mega tall skyscraper in Dubai, United Arab Emirates. It is the tallest structure in the world, standing at 829.8 m (2,722 ft). Construction of the Burj Khalifa began in 2004, with the exterior completed 5 years later in 2009. The primary structure is reinforced concrete. The building was opened in 2010 as part of a new development called Downtown Dubai. It is designed to be the centrepiece of large-scale, mixed-use development. The decision to build the building is reportedly based on the government's decision to diversify from an oil-based economy, and for Dubai to gain international recognition. The building was named in honour of the ruler of Abu Dhabi and president of the United Arab Emirates, Khalifa bin Zayed Al Nahyan; Abu Dhabi and the UAE government lent Dubai money to pay its debts. The building broke numerous height records, including its designation as the tallest tower in the world.

US Air Force F-35 BEST VALUE FOR MONEY Military Aircraft flying today
A great video of the US Air Force F-35 Aircraft that has a reputation of making people jellous in the YouTube comments section. The F-35A fighter pilots, assigned to the 33rd Fighter Wing at Eglin Air Force Base, Florida, arrived to perform fourth and fifth generation integration fighter training with F-16 pilots assigned to the 169th Fighter Wing. “Integration tactics for the F-16 and F-35 are still being developed, so regular joint training as well as access to our electronic ranges is mutually beneficial,” said Lt. Col. Michael Ferarrio, a 17-year fighter pilot and program manager for the 169th FW. “As leaders of the SEAD (Suppression of Enemy Air Defenses) community, the SCANG has a very high interest in helping develop tactics with our newest SEAD asset, the F-35.” The term, generation, refers to an aircraft in relation to the design of its airframe. When the construction of the frame is changed on an aircraft, it signifies the beginning of a new generation. The Air Force’s fourth generation aircraft include the F-15 Eagle and Strike Eagle and F-16 Fighting Falcon fighter jets and fifth generation aircraft include the F-22 Raptor and the F-35A Lightning II. In the future, the F-16 and F-35 will work together to provide SEAD and DEAD (Destruction of Enemy Air Defenses) for the Combat Air Forces. Joint training is critical to ensure that combatant commanders get assets and pilots that are ready to operate together at a moment’s notice. “The benefit here at McEntire is that we have the greatest depth of experience in the SEAD/DEAD mission here between the pilots and the maintainers,” said Ferrario. “The biggest benefit to the Air Force as a whole is to be able to transfer that experience to the latest airframe.” This wasn’t the first time working with the F-35A for one crew chief here. Tech. Sgt. Lee Kassay, assigned to the 169th Aircraft Maintenance Squadron, had the opportunity to work with this aircraft on a recent temporary deployment. “Their pilots were very impressed that we knew something about the F-35,” said Kassay. “All of the crew chiefs here are very knowledgeable, so it is easy to teach them and they are willing to learn.” McEntire JNGB is looking forward to the future and is posturing for the potential of receiving the F-35. Upgrades to facilities, along with runway and taxiway improvements have been accomplished that would make the transition from F-16s to F-35s a simple process. Judiciary might have wasted Sh600m for courts – Report
The Judiciary might have wasted up to Sh600 million through blunders in the construction of courts across the country, according to the latest report of the Auditor-General. The report details instances in Mombasa, Narok, Lodwar and Embu, where questions arose after more than Sh621 million was spent construct or refurbish court buildings. The report says that as much as the Judiciary endeavoured to take justice closer to the people by putting up court buildings, the process was not smooth and money could have been wasted and the original goal not accomplished. In Mombasa, the Judiciary awarded Damtax Enterprises a contract in August 2014 to refurbish the building that houses the court. Later that month, the contractor wrote to the Judiciary, saying that the contracted amount of Sh29 million was wrong, and should actually have been Sh54.7 million, going by the right bill of quantities. NO EXPLANATION No explanation was given on how an error of that magnitude could have occurred. Auditors also questioned why the contractor was allowed to get on site more than three months after the contract was signed. Six months after the job started, the county government complained that the contractor was performing poorly. Auditors confirmed that the works were, indeed, of poor quality. The contractor would in September 2015 ask for an extension of the contract, but by the time auditors went there in November 2016, he was still refurbishing the building. The Judiciary did not explain the increase in the contract’s cost. VALUE FOR MONEY Because of all these issues, Auditor-General Edward Ouko reported, he could not confirm whether there was value for money in the projects. In Narok, a contractor was given a job to construct the buildings at a cost of Sh24.9 million in August 2007. It was to be done in a year, but the contractor abandoned the site and the Sh24.9 million is considered lost. NEW TENDER A new tender was awarded in September 2015 at a cost Sh65.1 million, but when auditors went there, no work was ongoing. A separate contract to drill a borehole at a cost of Sh6.5 million was yet to be completed. “In the circumstances, the propriety and value-for-money of the expenditure of Sh90.2 million incurred on refurbishment of Narok Law Courts could not be confirmed,” Mr Ouko reported. In Lodwar, the Judiciary had planned to spend Sh814.9 million on the court building from September 2013 to April 2015. But the job stalled at 27 percent, with Sh124.5 million paid, and the Judiciary could not explain to the auditors how the job was awarded and measures taken against the contractor for failure to meet contractual obligations. A similar project in Embu also ran into trouble. Auditors questioned the payment of the first Sh13 million of the Sh229.3-million contract, the value of some Sh8 million spent on a generator and Sh13.5 million paid for lifts that were yet to be delivered 11 months after they were bought. The Judiciary had also not secured a title deed for the land.
