Nearly one in five farmer still not received BPS payments for last year

Nearly one in five farmers have still not received their BPS payments for last year. With this year’s applications just around the corner some 17 or 18 per cent have still not received last year's money. In 2014 97 percent of farmers had received their payments by December, showing that there is still a lot of work that needs to be done. However Richard Wordsworth, the NFU’s senior advisor on the Basic Payment Scheme, said that the Rural Payments Agency had made changes to this year’s applications with a move to a more online system. Richard said that this year will most likely be a stepping stone and that he expects more improvements to be made for next year. The Rural Payments Agency is aiming towards the majority of applications being made online in a bid to speed up processing times. Richard spoke to FarmingUK TV at Scotch Corner during one of many special BPS meetings organised by the NFU over the next month.

Minister of Agriculture and Rural Development, Michelle O’Neill, discussed the costs and benefits of relocating DARD HQ to Ballykelly during today’s Question Time. The estimated cost will be £30.8m in capital and £14.3m in resource. The costs are currently being refined as part of the full business case process, which is due to be completed by November 2015. Outlining the benefits of the move, the Minister said “I am confident that the wider rural area around the north-west will benefit significantly from the project in a number of ways. As well as the construction jobs, local businesses and suppliers in the area will benefit from a much larger customer base” adding that “the relocation will open up employment and promotion opportunities for people living in the local area and enhance the potential for staff living in the north-west to further their careers in the Civil Service without having to move to, or commute to, the greater Belfast area.” Mrs O’Neill also revealed that the building and site it occupies will also be open for community purposes. After suggestions that costs are beginning to spiral, the Minister assured “I am absolutely confident that it represents value for money. The Member's information about the costs spiralling is wrong. The costs have been outlined in the outline business case and, as I said, we are coming to the conclusion of the full business case.” The Minister then went on to discuss the current situation with dairy farmers after the recent £5.1m secured as part of the EU farm aid package. Mrs O’Neill outlined the case she made for Northern Ireland’s farmers saying, “I welcome the fact that the Commission and DEFRA have accepted the strong case that I made for differentiated aid for the North, to reflect the unique and extreme circumstances faced by our dairy industry here. As a result, we will receive almost 20% of the member state’s allocation, which includes an additional top-up for the North of Ireland.” The full funding will be allocated to dairy farmers only “as the price falls we have seen in that sector are deeper and more prolonged than in any other farming sector”. The Minister is keenly aware of the difficulties currently in the dairy sector and the urgency in providing assistance saying “I am anxious that payments are made as quickly as possible, and, given that our farmers are in greatest need of support, I have told George Eustice that I want our farmers to receive their payments first. I have pressed him for the aid to be paid as early as possible by the Rural Payments Agency, and I expect that payments will be made in early December.” The Minister also answered questions on Young Farmers’ Clubs of Ulster, the relocation of the Forest Service and bovine thefts in Newry and Armagh. During topical questions Mrs O’Neill continued to answer questions on agrifood cross-border initiatives, the supply chain forum, the rural development fund and single farm payments.

Agriculture Minister, Michelle O’Neill, discussed the success of the Tackling Rural Poverty and Social Isolation Framework (TRPSI Framework) 2011-2015 and proposals for a replacement scheme during today’s Question Time. Mrs O’Neill is “very proud of the achievements that have been delivered under the current TRPSI framework” particularly the positive impact to rural dwellers across a range of areas, including access to transport and broadband services, promotion of positive mental health, addressing fuel poverty, and supporting community development in rural areas. A recent report examining the impact of the framework shows it's success in encouraging the development and implementation of a range of measures designed to target access poverty, financial poverty and social isolation among vulnerable groups in rural areas. The Committee for Agriculture and Rural Development also recognised the success of the current TRPSI framework in its position paper, published in March of last year. On 18 November 2015 the Minister launched a public consultation on proposals for a successor to the framework. The new framework will be produced following completion of the public consultation, with the intention of publishing a final framework document in March 2016. Mrs O’Neill added “I want to ensure that the successor TRPSI framework builds on the success of the current framework and continues to deliver real benefits for the most vulnerable rural dwellers.” During topical questions the Minister then addressed Lord Morrow’s concerns about the recent flooding in Fermanagh and South Tyrone. The Minister maintained “we have been on the ground and making sure that our agencies are on the ground, delivering for people and businesses and trying to mitigate the worst effects, making sure that grilles were cleared and that the multi-agency approach was correct.” Mrs O’Neill added “properties have been flooded; people have been devastated; and some people have been cut off from everyday life, not because their home has flooded but because the land around them has flooded. That has caused considerable challenges. Collectively, the priority had to be doing the work on the ground to help those people through what is an ongoing situation, as agencies remain on high alert. ” Reviews will take place to see if there are engineering solutions that can be applied to stave off future problems and to look at the success of the multi-agency approach. During Question Time the Minister also answered questions on pork exports to China, renewable energy, the Rural Micro Capital Grant Programme, ditch maintenance and management and basic farm payments.
