Mao Yushi, mainland economist points out that most of the state-owned enterprises fail to get overseas investment, but with private enterprises it's to the contrary. Why there is so much difference between state-owned and private enterprises in overseas investment? Let's see the detail. Wang Wenli, vice president of the China Council for the Promotion of International Trade (CCPIT), disclosed Chinese companies invested 80 billion dollars in the US, involving computers, wind power projects, mechanical and real estate. A large part of the investment, about 20 billion dollars are in real estate Media and academics often discuss reasons for the lack of overseas investment in Chinese enterprises. These include: different political systems, results in different economic operating modes and different business operation ideas. For example, the function of trade unions is completely different between China and other countries. Chinese environmental standards fall short of international so the additional investment needed is unprofitable. The mature Western market economy opposes monopolistic behavior from Chinese state-owned enterprises and so on. Mao Yushi: "it's a common problem due to different cultures, environment and systems. We cannot say 100 percent failure because most private investment is a success. The losers are mainly the state-owned enterprises because they spend other people’s money and do not care.So the 90% means the state-owned enterprises; the private enterprises are to the contrary, 90% successful." Lloyd Blankfein, head of Goldman Sachs, in the top US 500. points out that we need to distinguish between Chinese private and state-owned enterprises in investment. For China state-owned enterprise investment and acquisition, US regulators need to consider not only national security, but also whether the intention of their economic behavior is for business or nation. There is actually only one controller for the different state-owned enterprises – the Chinese authorities. So they are subject to U.S. domestic antitrust law constraint. Political commenter Lan Shu: "the official enterprise operation is not much different in China because it is still a government enterprise operation under the same totalitarian system. Their processes include decision-making still not using international standards which leave their marketing sensitivity, marketing and customer service processes a long way to go." According to a mainland media report last year, China's overseas mining investment failure rate is up to 80 percent. For example: Australia is a mining country, but China mining investment there dropped to its historic lowest point in the first half last year. Chang Yuguo, director of China Mining Association International Finance Project disclosed, China has very little success in investment in potash and iron ore areas. The Chinese Communist Party Ministry of Land Resources and Commerce entrusted the Mining Association to release the report showing that investment in potash and iron ore has slowed But more and more mainland private enterprises are on the world economic stage. Shandong private enterprise Yuhuang Chemical Company announced late July investment of 1,850 million dollars to build a world-class methanol production plant in the US. They picked abundant natural gas resources and the lowest market price in the world in the US. Mao Yushi: "most private enterprise investment is successful. State-owned enterprise investment not only failed in foreign countries but also in China. The core issue is not between a foreign country or China, but between state- or private-owned enterprises. In June 2016 the Minister for Land Information, Louise Upston, hosted investment screening workshops in Wellington, Christchurch and Auckland. The workshops had three objectives: to explain changes to the overseas investment regime that will mean the Overseas Investment Office can assess applications more promptly; to explain to those working in the system what they can do to help the OIO process applications in a timely fashion; and to hear what else the OIO might do to further improve the regime. At the workshops the Minister delivered an opening speech and former LINZ Chief Executive Peter Mersi presented on the investment screening process. The 2008 financial credit crisis led to the notable collapse of several banks, notably including the bankruptcy of large investment bank Lehman Brothers and the hurried sale of Merrill Lynch and the much smaller Bear Stearns to banks which effectively rescued them from bankruptcy. The entire financial services industry, including numerous investment banks, was rescued by government loans through the Troubled Asset Relief Program (TARP). Surviving U.S. investment banks such as Goldman Sachs and Morgan Stanley converted to traditional bank holding companies to accept TARP relief.[19] Similar situations occurred across the globe with countries rescuing their banking industry. Initially, banks received part of a $700 billion TARP intended to stabilize the economy and thaw the frozen credit markets.[20] Eventually, taxpayer assistance to banks reached nearly $13 trillion, most without much scrutiny,[21] lending did not increase[22] and credit markets remained frozen.[23] The crisis led to questioning of the business model of the investment bank[24] without the regulation imposed on it by Glass-Steagall.[neutrality is disputed] Once Robert Rubin, a former co-chairman of Goldman Sachs, became part of the Clinton administration and deregulated banks, the previous conservatism of underwriting established companies and seeking long-term gains was replaced by lower standards and short-term profit.[25] Formerly, the guidelines said that in order to take a company public, it had to be in business for a minimum of five years and it had to show profitability for three consecutive years. After deregulation, those standards were gone, but small investors did not grasp the full impact of the change.[25] A number of former Goldman-Sachs top executives, such as Henry Paulson and Ed Liddy were in high-level positions in government and oversaw the controversial taxpayer-funded bank bailout.[25] The TARP Oversight Report released by the Congressional Oversight Panel found that the bailout tended to encourage risky behavior and "corrupt[ed] the fundamental tenets of a market economy".[26] Under threat of a subpoena, Goldman Sachs revealed that it received $12.9 billion in taxpayer aid, $4.3 billion of which was then paid out to 32 entities, including many overseas banks, hedge funds and pensions.[27] The same year it received $10 billion in aid from the government, it also paid out multi-million dollar bonuses; the total paid in bonuses was $4.82 billion.[28][29] Similarly, Morgan Stanley received $10 billion in TARP funds and paid out $4.475 billion in bonuses. The investment banking industry, and many individual investment banks, have come under criticism for a variety of reasons, including perceived conflicts of interest, overly large pay packages, cartel-like or oligopolic behavior, taking both sides in transactions, and more. Investment banking has also been criticised for its opacity. Investment banking is often criticized for the enormous pay packages awarded to those who work in the industry. According to Bloomberg Wall Street's five biggest firms paid over $3 billion to their executives from 2003 to 2008, "while they presided over the packaging and sale of loans that helped bring down the investment-banking system." [35] The highly generous pay packages include $172 million for Merrill Lynch & Co. CEO Stanley O'Neal from 2003 to 2007, before it was bought by Bank of America in 2008, and $161 million for Bear Stearns Co.'s James Cayne before the bank collapsed and was sold to JPMorgan Chase & Co. in June 2008.[35] Such pay arrangements have attracted the ire of Democrats and Republicans in the United States Congress, who demanded limits on executive pay in 2008 when the U.S. government was bailing out the industry with a $700 billion financial rescue package.[35] Writing in the Global Association of Risk Professionals, Aaron Brown, a vice president at Morgan Stanley, says "By any standard of human fairness, of course, investment bankers make obscene amounts of money." http://en.wikipedia.org/wiki/Investment_bank

On Aug. 18, the cabinetlevel State Council formalized the curbs on outbound direct investment ODI that the government outlined last year, strengthening limits that had been widely ignored. Last December, government agencies and the People’s Bank of China PBOC issued warnings to discourage “irrational” investment in foreign real estate, hotels, cinemas, entertainment, and sports clubs. Such deals would be “closely monitored,” the agencies said. The joint statement on regulation reflected concerns about capital outflows at the start of this year as foreign exchange reserves dropped below the U.S. $3trillion 19.4 trillion yuan mark. The forex reserves have since stabilized, reaching U.S. $3.092 trillion 20 trillion yuan in August after modest gains for seven months in a row, the PBOC said last week. But worries have persisted after last year’s ODI jumped 44.1 percent to a record U.S. $170.1 billion 1.1 trillion yuan, while foreign direct investment FDI lagged, growing just 4.1 percent to 813.2 billion yuan U.S. $125.5 billion. Threats of closer scrutiny apparently succeeded in slowing capital flight as nonfinancial ODI dropped 44.3 percent from a year earlier in the first seven months of 2017 to U.S. $57.2 billion 370.6 billion yuan. Mixed readings of results But readings of the effectiveness have been mixed. Last month, the Communist Partyaffiliated Global Times reported that the number of outbound merger and acquisition MA deals rose to a record level in the first half of the year, although the value fell by over 50 percent from a year earlier, according to a study by the PricewaterhouseCoopers accounting firm. The State Council’s newlyformulated rules for foreign investment are classed under three categories, Bloomberg News said. Outright bans apply to deals involving core military technology, gambling, sexrelated businesses, and investment “contrary to national security,” Bloomberg reported. Undefined restrictions cover deals in property, hotels, film, entertainment, sports, obsolete equipment, and activities that conflict with environmental standards. 중국, WTO서 미국 겨냥 "외국기업 투자 허용 확대할것" China reportedly says it'll encourage more investment in foreign companies... in response to U.S. efforts to block Chinese firms making inroads for their alleged theft of intellectual property. The People's Daily, run by the Communist Party, reported Sunday... that China's Vice Minister of Commerce, Wang Shouwen , said this at the World Trade Organization headquarters in Geneva. He touted China's contribution to global growth and the economic recovery through the facilitation of free trade since it joined the WTO 17 years ago. His remarks come after the U.S. slapped tariffs on Chinese imports due to its concerns about deals made by Chinese companies, backed by the government, targeting U.S. military and security-related technologies.
