As of the end of November, the Ministry of Natural Resources has sent notice to the Association of Real Estate Brokers of Belize that the Foreign Exchange Act as it relates to gaining Central Bank approval to close land transactions between non-residents and Belizeans will be strictly enforced. Unfortunately, there is a backlog involving such transactions and a majority of the local real estate market, with potential sales of one hundred and fifty to two hundred million U.S. dollars involved, involves such dealings. The Association has successfully appealed to the Bank to intervene and today it reported to its members in a special meeting in Belize City. Association president Hugo Moguel tells us more.

Ministry of Works and Transport to Parliament: Amend  Land Road Acquisition Law
The officials from the Ministry of Works and Transport led by the two line Ministers Engineer John Byabagambi and his Deputy Asuman Kiyingi told legislators on the Natural Resources Committee of Parliament chaired by Buhweju County MP Ephraim Biraro that there is need for Parliament to amend the road land compensation law so as to reduce the delays in the construction of new roads. The officials from the Ministry also say the gaps in the law has caused government lose huge sums of money through legal battles. In the same meeting, committee members grilled the Ministry officials for constructing Kampala- Entebbe High way on a four way lane away contrary to the six lanes plan as projected and earlier presented to parliament. The Committee members expressed fear that government was bound to loses billions of shillings if the workers sacked by Uganda National Road Authority without proper procedure seek court redress. In the same way, the Ministry of Works and Transport in the next financial year 2016/17 wants 3.4 trillion shillings for the construction of new more roads, maintenance of the old ones and compensation of land owners amongst others.

According to him, a number of reforms have been implemented at the Lands Department, all with an aim to expedite the process of acquiring titles and leases, while ensuring that the system itself remains reliable and to rid the ministry of corruption. Patt’s appointment is the fourth since former Deputy Prime Minister Gaspar Vega stepped down amid a huge scandal in 2016. Vega had approved four hundred thousand dollars each in land compensation for his son, Andre and Sharon Pitts near the Haulover Bridge. Patt laid out his plans for improving the services offered at the ministry.

Construction Code; Ministry of lands to carry out audit on houses
The ministry of lands and housing has announced it will be implementing the building maintenance policy as it seeks to govern the standards used in construction. The ministry through the national construction authority will carry out five year audits on buildings and houses, to ensure they are structurally sound and well maintained. This comes amid concerns that constructors and developers have at times cut corners to deliver buildings. Building owners will also have to adhere to strict maintenance codes, or risk being penalised. The insits that both the government and the private sector players should embrace a maintain ace culture for both public buildings and residential houses. At the same time the ministry has reviewed the building code with a view of updating the laws governing the sector. The last review of the building code was made in 1968. The new laws will take into account changes in technology, innovative practices as well as urban planning guidelines. Operations at the ministry of lands were paralyzed for several hours after permanent secretary Dorothy Angote launched an impromptu hunt for missing files in the ministrys headquarters at ardhi house. The PS, accompanied by lands commissioner Zablon Mabea and other senior ministry officials, spent most of the day moving from office to office to track files missing from the central registry. They were shock to find hundreds of files locked up in various offices by ministry officials who hide files to extort money from the public. Questions of the panel discussions and some notable answers are reported below. 1/ Did you find different data sources and how did you reconcile them? Data need to be harmonized to use consistently. There are different classifications. The challenge is to understand common standards for different data sources to be compatible. 2/ How do you see improvements to better activity data, specifically better emission factors? Special capacity building effort should go into the institution for managing forest lands. The data for forest need to be high resolution data. The most important is that the country builds first a solid tier 1 inventory to build on in the future. The fundaments need to be there before going to modelling and other activities. The idea is to prioritize efforts and achieve step-by-step higher tier methodologies. In particular, Suriname emphasized the importance of non-forest data like soil and climate classification maps. In Suriname emissions may be higher for non-forest land than on forest land. Non-forest land should get equally attention.

The ministry of environment, water and natural resources and the European Union signed a five-year plan of action to protect two of Kenya’s five major natural water resources in Mount Elgon and Cherangani hills using 3.5 million shillings funding from the European Union. Speaking during the event, the ministry’s principal secretary, Dr. Richard Lesiyampe said this will help the government in its plan to protect the environment and address effects of climate change. This comes a week after the adaptation fund board approved release of 10 billion to support climate change. Greenhouses for Refugees
Through an access to land agreement with Iraq’s Ministry of Agriculture and Water Resources in 2017, IOM Iraq provided agricultural training on how to run greenhouses as businesses, for Syrian refugee, displaced Iraq and local community members in the Kurdistan Region of Iraq. The program aims to enable beneficiaries to produce agricultural products and in order to support their families. The program was funded by the US Department of State, Bureau of Population, Refugees, and Migration (PRM).
