Finance Minister launches economic survey, economy grows by 5.28 pct

ISLAMABAD: Finance Minister Ishaq Dar while launching the Economic Survey for the outgoing financial year said that the national economy has achieved high growth rate of 5.28 percent, ARY News reported on Thursday. The government in the fiscal year 2016-17 federal budget had set a target of 5.7 percent but failed to achieve it. Highlighting salient features of the Economic Survey Ishaq Dar talked about the performance of different sectors of the national economy in the outgoing year. The Finance Minister providing an overview of the economic progress made in recent years in Pakistan said that “There has been visible growth in the national economy.” Commenting on the economic growth Dar said that this is the first time in 10 years that Pakistan have crossed the 5pc GDP growth mark. “For the first time, Pakistan’s economy has crossed the $300 billion mark,” he said. He said that the large scale manufacturing grew by 5.02pc, while Agriculture grew 0.27pc and the inflation averaged at 4.1pc. About the industrial growth, Dar said that the large scale manufacturing sector is on a positive trajectory while the construction industries witnessed a growth of nine point zero five percent during the outgoing year. Mentioning the agriculture sector, the Finance Minister reminded that its growth remained 0.27 percent last year. “Kissan package worth 341 billion rupees has paid the dividends to raise its growth to 3.46 percent this year.” Under the Kissan package, he said the agriculture inputs including fertilizers were subsidized. Wheat crop production remained 25.75 million tonnes this year as compared to 25.63 million tonnes last year. Cotton production remained 10.6 million bales this year as compared to 9.92 million bales last year, said Dar. He said efforts are being made to further improve cotton production in order to domestically meet the demand of textile industry. The finance minister also said that a package of around Rs 100 billion will be allocated for the rehabilitation of internally displaced persons and reconstruction of infrastructure in the northern areas in the budget measures to be announced on Friday. He said the industrial sector contributed 21 percent to GDP, while agriculture 20 percent and services sector 16 percent in the round figure. Giving a breakdown, Ishaq Dar said that agriculture growth remained 3.46 percent, services 5.98 and industries 5.02 percent. About the agriculture credit, he was confident that it will achieve the target of 700 billion dollars this year. The Finance Minister will present the budget for the fiscal year 2017-18 in the National Assembly on Friday (tomorrow) at at 4:00pm. India's pre-budget economic report, the annual Economic Survey, today predicted that India would have the fastest growing major economy in the coming fiscal year. Chief Economic Adviser Arvind Subramanian talks to NDTV's Prannoy Roy about economic growth, the impact of demonetisation, Goods and Services Tax (GST) and much more. The annual report card of the country's financial health sees Gross Domestic Product (GDP) growth at 6.75 per cent in fiscal 2018. It says a series of major reforms undertaken over the past year will allow real GDP growth to rise to between 7 per cent and 7.5 per cent in fiscal 2019. Presented to parliament on Monday by Finance Minister Arun Jaitley, the Economic Survey went on to say that though the plan has been to reduce the fiscal deficit from an estimated 3.2 per cent this year to 3 per cent in fiscal 2019, a pause in the move toward a lower deficit could be merited in order to give the economy momentum. It is the Finance Ministry's view on the annual economic development of the country. A flagship annual document of the Ministry of Finance, Economic Survey reviews the developments in the Indian economy over the previous 12 months, summarizes the performance on major development programs, and highlights the policy initiatives of the government and the prospects of the economy in the short to medium term. India's economic growth remained subdued at 4.7 percent in 2013-14 and at 4.6 percent in the fourth quarter of the financial year, mainly due to a decline in manufacturing and mining output. The government convened an all-party meeting yesterday ahead of the Budget Session of Parliament to seek opposition's support for the smooth conduct of proceedings in both the houses. Lok Sabha speaker Sumitra Mahajan also called a meeting of leaders of political parties in the house. While the opposition parties agreed with the government's submission on allowing smooth functioning of Parliament some parties questioned the government's decision to advance the budget just ahead of Elections in 5 states. But the government was clear about its stand saying it's the nation's budget which has nothing to do with state elections. With the Budget Session of the Parliament set to begin today, it remains to be seen if a larger consensus on the country's financial blueprint will emerge. ECONOMIC SURVEY OUTREACH SESSION ADDRESS BY DR. ARVIND SUBRAMANIAN, CHIEF ECONOMIC ADVISOR TO THE GOVERNMENT OF INDIA "Bihar is amongst the few states in India that can leap-frog in terms of development." These were the words of India's Chief Economic Advisor, Dr Arvind Subramanian. Dr Subramanian on Friday was speaking at the Economic Survey Outreach Session in Patna. ADRI and IGC India-Bihar jointly organized this one-day program. Dr Subramanian suggested that Bihar is bound to benefit from the 14th Finance Commission's recommendations about the devolution of fund from the divisible pool of taxes. He also urged the State Finance Minister Mr Bijendra Prasad Yadav to look into the prospect of pruning allocation by taking a leaf from the practices the Centre has recently adopted. Talking about why it's not a prudent move for the poorer states to attract financial aid in huge caches, Dr Subramanian said the history of financial and foreign aid is witness to the fact that development and growth cannot occur in such states in such a scenario, and states in order to surge ahead must strengthen their institutions and retain human capital, he added. The Government of India this year is disseminating information on the Economic Survey to a larger audience possible and spread across the country, with the purpose of making more and more people aware of the state of India's economy. "Before Bihar, the Central government has conducted ‘Outreach Sessions' in a few other states," informed Mr Rabi Ranjan, an Indian Economic Service officer with the Union Finance Ministry. Opening the session, Dr Shaibal Gupta, Member-secretary, ADRI, in his welcome remarks said "this initiative of Dr Subramanian will help us, amongst other things, in fine-tuning the preparation of annual Bihar Economic Survey that the Centre for Economic Policy and Public Finance (CEPPF) has been preparing for the last nine years." Dr Gupta is the Director of CEPPF - a State government unit hosted by ADRI. Dr Gupta in his remarks appreciated the academic contributions of Dr Subramanian. The programme began with a brief silence observed in memory of Nobel laureate Professor John Nash, who gave the famous concept of Nash Equillibrium to the world of economics. Nash died couple of days ago in a road accident in New Jersey. Professor Anjan Mukherji, Country Director, IGC, in his presidential address said Professor John Nash was truly a beautiful mind. Professor Prabhat P Ghosh, Director, ADRI, read the vote of thanks on the occasion. State Finance Minister Mr Bijendra Prasad Yadav and Principal Secretary (Finance) Mr Ravi Mittal were present on the occasion. Economists, intellectuals, and faculty members and students from prominent academic institutions had their queries answered during the Q&A session that followed the presentation by the Chief Economic Advisor. Economic Survey's release precedes the General Budget presentation in Parliament, and serves as one of the significant Central government reports on the health of India's economy. The Survey is a unique study for it compiles the data of all the sectors of economy to document the annual growth story of India. ***
