EXCHANGE STABILIZATION FUND meaning - EXCHANGE STABILIZATION FUND definition - EXCHANGE STABILIZATION FUND explanation. The Exchange Stabilization Fund (ESF) is an emergency reserve fund of the United States Treasury Department, normally used for foreign exchange intervention. This arrangement (as opposed to having the central bank intervene directly) allows the US government to influence currency exchange rates without affecting domestic money supply. As of October 2009, the fund held assets worth $105 billion, including $58.1 billion in special drawing rights (SDR) from the International Monetary Fund. The U.S. Exchange Stabilization Fund was established at the Treasury Department by a provision in the Gold Reserve Act of January 31, 1934. 31 U.S.C. § 5117. It was intended as a response to Britain's Exchange Equalisation Account. The fund began operations in April 1934, financed by $2 billion of the $2.8 billion paper profit the government realized from raising the price of gold to $35 an ounce from $20.67. The act authorized the ESF to use its capital to deal in gold and foreign exchange to stabilize the exchange value of the dollar. The ESF as originally designed was part of the executive branch not subject to legislative oversight. The Gold Reserve Act authorized the ESF to use such assets as were not needed for exchange market stabilization to deal in government securities. The Fund had no statutory authority, however, to engage in other activities that it began to undertake. The principal such extraneous activity it devoted itself to was lending dollars to politically favored governments. In 1938–40, the director of the Division of Monetary Research, Harry Dexter White, worked on a proposal for loans to Latin America and participated in plans for an Inter-American Bank, which did not materialize. The plan for an Inter-American Bank, however, inspired White's first draft of the subsequent plans for the International Monetary Fund and the World Bank that White prepared in 1941 at Secretary of the U.S. Treasury Henry Morgenthau's direction. It was funded by Franklin D. Roosevelt under the Emergency Banking Act of 1933, with Archie Lochhead serving as its first Director. The Special Drawing Rights Act of 1968, 22 U.S.C. § 286o, likewise provided that any special drawing rights (SDRs) allocated by the International Monetary Fund or otherwise acquired by the United States are resources of the ESF. In accordance with the Act, SDRs can be "monetized" (i.e., converted into dollars) by having the Secretary of the Treasury issue Special Drawing Rights Certificates (SDRCs) to the Federal Reserve System. The amount of SDRCs are limited to the dollar value of the ESF's SDR holdings. The dollar proceeds of such monetizations are assets of the ESF, and the SDRCs are a counterpart liability of the ESF. Treasury has a written understanding with the Fed that the SDRCs will be redeemed when ESF dollar holdings appear to be in excess of foreseeable requirements. Treasury does not pay interest on SDRCs. A change in the law, in 1970, allows the Secretary of the Treasury, with the approval of the President, to use money in the ESF to "deal in gold, foreign exchange, and other instruments of credit and securities." The U.S. government used the fund to provide $20 billion in currency swaps and loan guarantees to Mexico following the 1994 economic crisis in Mexico. This was somewhat controversial at the time, because President Clinton had tried and failed to pass the Mexican Stabilization Act through Congress. Use of the ESF circumvented the need for approval of the legislative branch. In response, Congress passed and President Clinton signed the Mexican Debt Disclosure Act of 1995, which implicitly accepted the use of the ESF, but required reports to Congress every six months on the status of the loans. At the end of the crisis, the U.S. made a $500 million profit on the loans. On September 19, 2008, U.S. Treasury Department announced that up to $50 billion in the ESF would temporarily be made available to guarantee deposits in certain money market funds.

In them were stored gold in the form of easy to carry compressed plates. Their owners justly felt that temples were the safest places to store their gold as they were constantly attended, well built and were sacred, thus deterring would-be thieves. There are extant records of loans from the 18th Century BC in Babylon that were made by temple priests to merchants. Ancient Greece holds further evidence of banking. Greek temples as well as private and civic entities conducted financial transactions such as loans, deposits, currency exchange, and validation of coinage. Interestingly, there is evidence too of credit, whereby in return for a payment from a client, a Money Lender in one Greek port would write a credit note for the client who could "cash" the note in another city, saving the client the danger of carting coinage with him on his journey. Ancient Rome perfected the administrative aspect of banking and saw greater regulation of financial institutions and financial practices. Charging interest on loans and paying interest on deposits became more highly developed and competitive. The ascent of Christianity in Rome and its influence restricted banking, as the charging of interest and usury were seen as immoral. Jewish entrepreneurs, free of Christian taboos about money, established themselves in the provision of financial services increasingly demanded by the expansion of European trade and commerce. The modern Western economic and financial heritage begins as early as the establishment of Jonathan's Coffee-House, which later became the London Stock Exchange. This became a base for stock traders expelled from the Royal Exchange. In 1698 John Casting, began publishing a twice weekly newsletter of share and commodity prices, which he sold at Jonathan's. One of the oldest London Banking institutions still operating today is Barclay Bank, which was founded by John Frame and Thomas Gould in 1690. The bank was renamed to Barclay by Frame's son-in-law, James Barclay, in 1736. With the coming of democratic capitalism, around the time of Adam Smith (1776) there was a massive growth in the banking industry. Within the new system of ownership and investment, moneyholders were able to reduce the State's intervention in economic affairs, remove barriers to competition, and, in general, allow anyone willing to work hard enough-and who also has access to capital-to become a capitalist. It wasn't until over 100 years after Adam Smith, however, that companies began to apply his policies in large scale and shift the financial power from England to America. By the early 1900s New York was beginning to emerge as the world's leading financial center. Companies and individuals acquired large investments in (other) companies in the US and Europe, resulting in the first true market integration. This comparatively high level of market integration proved especially beneficial when World War I came-both sides in the conflict sought funds from the United States, by issuing new securities and selling existing holdings, though the Allied Powers raised by far the larger amounts. Being a lender to the world resulted in the largest growth of a financial economy to that point. Global banking and capital market services proliferated during the 1980s and 1990s as a result of a great increase in demand from companies, governments, and financial institutions, but also because financial market conditions were on the whole, bullish. Nevertheless, in recent years, the dominance of U.S. financial markets has been disappearing and there has been an increasing interest in foreign stocks. The extraordinary growth of foreign financial markets results from both large increases in the pool of savings in foreign countries, such as Japan, and, especially, the deregulation of foreign financial markets, which has enabled them to expand their activities. Thus, corporations and bank have started seeking investment opportunity abroad. Such growing internationalization and opportunity in financial services has entirely changed the competitive landscape, as now many banks have demonstrated a preference for the "universal banking" model so prevalent in Europe. Universal banks are free to engage in all forms of financial services, make investments in client companies, and function as much as possible as a "one-stop" supplier of both retail and wholesale financial services.

We have the power to generate a public budget, that covers all of our costs without artificial limits, while maximising business and profit opportunities for those who prioritise wealth creation. I am asking for your vote for MP on the North Shore this election, to lead the North Shore in a sustainable, economic transition that will be the envy of the world. We reside in the area of New Zealand most confident to innovate with the best minds alive, alongside use of technologies and financial structures that will change everyone's quality of life; without favoring either side of the growing social divide that the other political parties foster. The Logic system demonstrates that everyone will have dignity and prosperity; without coming at the cost or sacrifice of another. Listen to the entire video to understand as i cover quite a few elements which explain the most valuable knowledge of our generation. I 'logic' tested my policies with Warren Mosler yesterday, one of the world's most successful financiers and leading economists; he even ran for President in the US. I learnt a thing or two ;) but came away all the more certain: With no risk, the North Shore can establish a new currency to finance all our social costs, increase the wages of our local nurses, school teachers, police and service workers; build the bridges and overpass we need to end traffic congestion; construct automated underground shelving carparks and world leading sustainable buildings capable of protecting our sunlit ground level public spaces like protecting Anzac Street for the Takapuna markets. We can finance all the houses urgently required; establish free dental care and doctors visits to all those who live on the North Shore; provide our children more teachers and free nutritious school lunches; increase benefits and pensions to a living level; model world class social health programs; better manage our beaches, waste, energy and water at a local level and even extend entrepreneurship and business development loans, in order to stoke the local economy and provide our residents with increasing disposable income. One of my next videos will explain how easily this new currency will establish as a new symbol of exchange here, how it will be structured, and how supply and demand of real goods, in real time, are a natural check and balance, with one extra element needed, still to be explained... All this and our tax can be entirely minimised. This is all totally possible with the most simple understanding of money, exchange, currency and how it can all be implemented to work for a prosperous, generous economy; with tools to manage and diminish all risk of inflation or without any devaluation of the NZD. What this means is that both National and Act (effectively a budget that imposes austerity measures and forcing poverty on the low wage earners) and Labour and Top (tax on steroids, who will diminish our capacity to effectively allocate our own money and to manage our own lives with low to no disposable income); are both different extreme's of intellectually challenged political theories; when it comes to a lack of understanding of how the core fundamentals of the financial system works and we the public, pay the price. The major parties keep us in a slightly lower or higher tax version of effective poverty with a scarcity of money exchanging through tight budgets or high tax, either way the outcome is not enough money in our pockets to spend. I'm tired of seeing shops closing down and restaurants empty around here, where within 6 months of the Logic system installed for a soft market test; the North Shore could begin its path to an abundant, dynamic economy; and methodically evidence itself to the public,witohout risk. If you share my vision for change and a new economic system with more balance between people and profit but maximising the benefit for both, please Vote for me for your MP on the North Shore and i'll rally the community toward a new and sustainable economic future, that some of the best minds in the world, agree is the superior economic model and: Totally possible when I win your vote.
