President Richard Nixon proposed the establishment of EPA on July 9, 1970 and it began operation on December 2, 1970, after Nixon signed an executive order. The order establishing the EPA was ratified by committee hearings in the House and Senate. The agency is led by its Administrator, who is appointed by the President and approved by Congress. The current acting Administrator following the resignation of Scott Pruitt is Deputy Administrator Andrew Wheeler. The EPA is not a Cabinet department, but the Administrator is normally given cabinet rank. The EPA has its headquarters in Washington, D.C., regional offices for each of the agency's ten regions, and 27 laboratories. The agency conducts environmental assessment, research, and education. It has the responsibility of maintaining and enforcing national standards under a variety of environmental laws, in consultation with state, tribal, and local governments. It delegates some permitting, monitoring, and enforcement responsibility to U.S. states and the federally recognized tribes. EPA enforcement powers include fines, sanctions, and other measures. The agency also works with industries and all levels of government in a wide variety of voluntary pollution prevention programs and energy conservation efforts. In 2018, the agency had 14,172 full-time employees. More than half of EPA's employees are engineers, scientists, and environmental protection specialists; other employees include legal, public affairs, financial, and information technologists. In 2017 the Trump administration proposed a 31% cut to the EPA's budget to $5.7 billion from $8.1 billion and to eliminate a quarter of the agency jobs. However, this cut was not approved by Congress. The Environmental Protection Agency can only act under statutes, which are the authority of laws passed by Congress. Congress must approve the statute and they also have the power to authorize or prohibit certain actions, which the EPA has to implement and enforce. Appropriations statutes authorize how much money the agency can spend each year to carry out the approved statutes. The Environmental Protection Agency has the power to issue regulations. A regulation is a standard or rule written by the agency to interpret the statute, apply it in situations and enforce it. Congress allows the EPA to write regulations in order to solve a problem, but the agency must include a rationale of why the regulations need to be implemented. The regulations can be challenged by the Courts, where the regulation is overruled or confirmed. Many public health and environmental groups advocate for the agency and believe that it is creating a better world. Other critics believe that the agency commits government overreach by adding unnecessary regulations on business and property owners.

Enacted on 17 July 2000, it established a range of processes to help protect and promote the recovery of threatened species and ecological communities, and preserve significant places from decline. The EPBC Act replaced the National Parks and Wildlife Conservation Act 1975. The EPBC Act established the use of Environment Protection and Biodiversity Conservation Regulations, which have provided for the issuing of approvals and permits for a range of activities on Commonwealth land and land affecting the Commonwealth. For example, commercial picking of wildflowers is regulated under the EPBC Act, and cannot be undertaken without an appropriate permit. Failure to comply with the Act can result in penalties including remediation of damage, court injunctions, and criminal and civil penalties. The EPBC Act is administered by the Australian Department of the Environment. On 16 October 2013 the Environment Minister announced that the Government had approved a framework for a "one stop shop" environmental approval process to accredit state planning systems under national environmental law, to create a single environmental assessment and approval process for nationally protected matters.On 16 June 2014 the proposed amendments passed the House of Representatives, despite opposition from environmental campaigners and significant legal commentators who have criticised the Bill and expressed concern with the delegation of Commonwealth environmental approval powers.

Working with The Human Impacts Institute (HII), an environmental non-profit based in Brooklyn, New York, has allowed me to take a break from climate science and academia and take a plunge into “society.” Tara DePorte, a C&S alum, founded HII with a mission to foster sustainable human impacts through community engagement, collaboration, knowledge-building and creativity. To achieve its mission, HII is involved in educating and guiding communities in the process of becoming more sustainable. At HII, we believe in taking small steps and simple actions that can all together make meaningful differences for a more sustainable world. Recently, we have joined local efforts to ban plastic bags in New York, with the #BagItNYC campaign. Many cities around the world have already banned plastic bags and New York is falling behind. The worldwide consumption of plastic bags is estimated to be between 100 billion to 1 trillion per year. According to the Environmental Protection Agency, in 2011 the U.S. recycled only 11 percent of plastics. That means most of the plastic bags we use end up in landfills across the nation! You might ask yourself, what do plastic bags have to do with climate change? Let’s start with the fact that most people tend to use plastic bags once, even after knowing that they are not biodegradable and can sit in a landfill for over a century. Plastic bags are mostly made out of polyethylene, which is a byproduct of petroleum and natural gas. As plastic bags decompose into little pieces, they release greenhouse gas emissions into the atmosphere, adding another number to the long list of anthropogenic climate change sources. Plastic bag production also increases dependence on foreign oil reserves. The lifecycle of a plastic bag begins with the extraction of crude oil or natural gas and goes all the way to the end of that century it can take for to decompose. This tells us that we must also count emissions generated throughout the transportation of crude oil from foreign regions, the manufacturing process and the delivery to businesses... What is environmental economics? Is it just a contradiction in terms, or is it much more than that? Harvard Kennedy School Professor Robert Stavins explains that the causes of environmental problems are economic, and the consequences of environmental problems have important economic dimensions. Therefore, an economic perspective is essential for a full understanding of environmental threats, and can be exceptionally helpful for the design of solutions—public policies—that will be effective, economically sensible, and politically pragmatic. Such economic thinking is particularly important for the formulation of effective, sensible, and politically feasible climate change policies. The scientific nature of the problem leads to the economic dimensions of the problem, which in turn leads to the global geopolitics of climate change—underscoring the necessity of international cooperation to address this great challenge. In this talk, Stavins provided an economic perspective as he assessed the Paris Agreement, reached in December of 2015. He reviewed the previous 20 years of climate negotiations in order to place the Paris Agreement in its proper context. Drawing on research carried out by the Harvard Project on Climate Agreements, he provided a detailed assessment of the new approach now being taken, looking both at the significant accomplishments of the Agreement, as well as the key challenges that remain. Particular attention was given to the potential role of carbon pricing at the regional (EU), national, and sub-national levels, and the importance of international linkage among heterogeneous policies. Stavins concluded with an examination of the institutional path ahead, both within the United Nations and outside of it. This talk was presented on May 5, 2016 as part of the IHS Markit Seminar Series. About the speaker: Robert Stavins is the Albert Pratt Professor of Business and Government at the Harvard Kennedy School; Director of the Harvard Environmental Economics Program; and Director of the Harvard Project on Climate Agreements. He is a University Fellow at Resources for the Future; Research Associate at the National Bureau of Economic Research; elected Fellow at the Association of Environmental and Resource Economics; Member of the Board of Directors at Resources for the Future; and Editor of the Journal of Wine Economics. He was Chairman of the U.S. Environmental Protection Agency’s Environmental Economics Advisory Board. He was a lead author of the Second and Third Assessment Reports, Intergovernmental Panel on Climate Change; and coordinating lead author of the Fifth Assessment Report. His research has examined diverse areas of environmental economics and policy, and appeared in more than a hundred articles in academic journals and popular periodicals, plus a dozen books. This is especially complicated because TEK is most frequently preserved as oral tradition and as such may lack objectively confirmed documentation. Ironically, those same methods that might resolve the issue of documentation compromise the very nature of traditional knowledge. Traditional knowledge is often used to sustain local populations and maintain resources necessary for survival. However, it can be weakened or invalidated in the context of rapid climate change, environmental impact, or other situations in which significant alterations of ecosystems render it weak or obsolete. TEK can also be referred to as traditional environmental knowledge which emphasizes the different components and interactions of the environment. Business earns energy accolade James Lane Air Conditioning and Plumbing has earned the U.S. Environmental Protection Agency's Energy Star certification, which signifies that the building performs in the top 25 percent of similar facilities nationwide for energy efficiency and meets strict energy efficiency performance levels set by the EPA. "We want to be the community leader in offering energy efficiency solutions. The Energy Star rating is another way to promote creating and implementing a sustainable operation business model," spokesperson Clayton Lane said. "Improving the energy efficiency of our nation's buildings is critical to protecting our environment," said Jean Lupinacci, Chief of the Energy Star Commercial & Industrial Branch. "From the boiler room to the board room, organizations are leading the way by making their buildings more efficient and earning EPA's Energy Star certification."
